  • Lowering Bill Pressures: Encouraging home battery integration to reduce the need for expensive, localized electrical network upgrades, which lowers power costs even for consumers who do not own solar technology.
  • Dispute Resolution: Providing consumers with streamlined access to dispute resolution systems to protect against faulty or underperforming battery units.
  • Data Access: Ensuring households have access to transparent energy usage data to help them optimize their battery charge and discharge cycles.

Virtual Power Plants (VPPs) & Home Storage

The CER Roadmap highlights Virtual Power Plants (VPPs) as a key market mechanism to reward households for flexible energy use. A VPP is a coordinated network of residential batteries operated collectively by a retailer or energy coordinator. During periods of peak demand, the VPP manager can discharge power from hundreds of home batteries back into the grid, functioning like a traditional generator or a big utility battery.

In 2026, major utilities are seeing strong consumer adoption of these programs. In its FY26 results released on August 13, 2026, Origin Energy noted that its proprietary virtual power plant, Loop, continues to scale. By enrolling in Loop, customers allow Origin to orchestrate their home battery systems, ensuring they use their own stored energy during expensive peak pricing periods while earning extra income from grid support activities. This orchestration is supported by Kraken Technologies, which completed a US$1 billion standalone equity raise in July 2026 at a US$8.65 billion look-through valuation, serving 95 million contracted accounts worldwide.

Utility-Scale Grid Storage: Origin Energy and AGL's Massive Energy Storage Pipelines

While home batteries provide localized support, stabilizing the national grid also requires massive, utility-scale infrastructure. Australia's major energy providers are executing large-scale battery construction programs to backstop their generation portfolios as coal-fired plants transition out of service.

Origin Energy has made significant progress on its grid-scale battery commitments. As of August 2026, Origin has successfully brought 1.3 GW / 4.1 GWh of large-scale batteries into commercial operation, representing the major share of its active 1.8 GW battery development program. These assets are brought online on time and on budget to provide essential firming capacity, storing cheap, abundant midday solar power and discharging it during high-demand morning and evening periods.

AGL is pursuing a similar path, as outlined in its FY26 Results released on August 12, 2026.
